Pavilion Refurbishment
Consultation on Proposed Refurbishment of the Cricket Pavilion at Staplefield.
1. Purpose of this consultation
Ansty & Staplefield Parish Council is seeking residents’ views on a proposed refurbishment of the Cricket Pavilion located on Staplefield Common.
The Pavilion is owned by the Parish Council and any refurbishment would be funded from parish resources, including the parish precept. While the building is located in Staplefield, it is a parish asset and the Council therefore wishes to hear views from residents across the whole parish.
This consultation is intended to inform the Parish Council’s decision-making. It is not a referendum, and the Parish Council will consider all responses alongside legal, financial, and technical advice before reaching a final decision.
2. Background
The Cricket Pavilion at Staplefield is a long-standing parish-owned facility. The Council is considering refurbishment works to:
- Address the urgent health and safety concerns with regard to the electrics, plumbing and flooring.
- To address the security of the building which currently render it uninsurable. This includes providing approved locks for the doors.
- By providing a much more attractive and modern appearance the Pavilion can serve a greater number of potential users thereby generating income for the entire Parish.
- To provide a much needed small Office space which again provides a Parish wide benefit.
Due to legal and ownership considerations, the Pavilion must remain in Parish Council ownership and cannot be transferred to another body.
3. The proposal
The proposed refurbishment would broadly include:
- Electrical re-wiring, replacement of existing plumbing and flooring.
- Repairs to doors etc
- New kitchenette
- Repairs to the outside areas such as the veranda and the concrete base.
- The re-working on the internal space to allow for the provision a small basic office space, (primarily to store council files, have an official address/post box and somewhere to meet parishioners as and when required), and an internal wc.
- All of this subject to a final specification.
At this stage, no final decisions have been made. No changes to the existing purpose of the building as a recreational facility is being proposed.
4. Who is being consulted
The Parish Council recognises that:
- The pavilion is located in the Staplefield ward
- All parish residents contribute to the funding of parish assets.
- Regular hirer's opinions are important, even if they reside outside of the parish.
Accordingly:
- All residents of the Parish are invited to comment
5. What the Parish Council is seeking views on
The Parish Council welcomes comments on:
- Whether residents support or oppose the principle of refurbishing the Pavilion bearing in mind that it cannot in its current state be open to the public.
- Any benefits or concerns residents wish the Council to consider regarding the proposed plan.
6. What is outside the scope of this consultation
To ensure the consultation is focused and constructive, the following are outside the scope:
- Matters already determined by legal ownership constraints
- Issues relating to land ownership or asset transfer
- Issues relating to compliance/insurance
- Decisions reserved to statutory authorities such as Mid Sussex District Council and the Health and Safety executive.
7. Proposed plans (key points)
Things to note:
- Both toilets will be fully accessible for cricketers, with new stud-resistant flooring installed.
- The toilets are designed as unisex facilities, providing greater flexibility for all users.
- Providing both external and internal toilets ensures suitable access for all hirers.
- Disabled access will continue to be provided via the rear of the pavilion, passing the external disabled/unisex toilet for straightforward access.
- Existing doors will be repaired, as the disabled access door currently cannot open fully.
- Access to the facilities will be controlled via a new keypad system.
